
Shahd Albleheid is a seasoned Human Capital and People & Culture leader with nearly 16 years of experience across public and private sector organizations in Saudi Arabia. Her expertise spans human capital strategy, shared services transformation, talent acquisition, organizational development, and workforce planning, with a consistent focus on building high-performing, future-ready institutions.
Currently serving as Chief People and Culture Officer within a confidential government entity, Shahd plays a strategic leadership role in shaping people strategies, enhancing organizational performance, and driving large-scale transformation across human capital systems. Her work reflects a strong commitment to aligning workforce capabilities with institutional goals and national development priorities.
She also serves as a Nominations and Remuneration Committee Member in a government governance capacity, contributing to oversight, leadership evaluation, and executive decision-making frameworks.
Previously, Shahd served as General Manager of Human Capital at the Saudi General Authority for State Properties, where she led major transformation initiatives across HR strategy, shared services, and workforce development.
During her tenure, she successfully enhanced employee satisfaction by 47%, contributed to award-winning organizational performance, and led initiatives that earned recognition such as the “Great Place to Work” certification and “Best Talent Acquisition Team” award.
Her responsibilities included designing and implementing human capital policies, restructuring organizational frameworks, developing manpower planning systems, and introducing digital HR transformation programs. She also established governance models, performance metrics, and centralized HR systems to improve efficiency, transparency, and accountability.
Shahd has also held senior leadership roles in talent management and acquisition, including Head of Talent Management and Head of Talent Acquisition & Manpower Planning. In these roles, she led end-to-end HR functions such as recruitment strategy, onboarding, performance management, learning and development, and workforce planning.
Her earlier experience as Resourcing Manager at Ejadah Management Consultancy strengthened her expertise in executive search, headhunting, and strategic hiring for complex organizational needs.
She also spent several years in relationship management at SABB, where she built strong client engagement and communication skills that later supported her transition into human capital leadership.
Shahd’s academic and professional development reflects her commitment to continuous learning and global leadership standards. She completed the Women Leaders Program at INSEAD, alongside executive education at IMD Business School.
She also holds a Diploma in Human Resources Management from CIPD and has completed specialized certifications in HR job design and organizational development from Korn Ferry.
