Maha Al Shehri is an Innovation & Transformation Leader specializing in GovTech, strategy, product management, and public-sector evolution. Her experience spans business development, strategic programs, innovation, product ownership, and expenditure efficiency, with a focus on designing impactful initiatives and systems.

Leadership in Education Transformation

Since August 2026, Al Shehri has served as Director of Enablement & Sustainability at the Ministry of Education, Saudi Arabia in Riyadh.

Previously, she served as Expenditure Efficiency Strategic Manager at the Ministry from July 2025 to August 2026, contributing to strategic efficiency initiatives within the public sector.

Strategic Programs at SAIP

Al Shehri spent four years at the Saudi Authority for Intellectual Property (SAIP), progressing from Business Development Analyst to Senior Business Development Analyst.

As Senior Business Development Analyst, she led and executed four strategic programs focused on areas including customs and inspectors’ enforcement against counterfeit goods, digital rights investigations through IGNITE, and alignment with national IP and SAIP growth strategies.

She also served as project manager in establishing the Kingdom’s first collective management organization (CMO) and represented SAIP on the Expert Bureau to secure approval.

Her responsibilities included developing project scopes and RFPs, stakeholder engagement, project management, international visits, and workshops across Saudi Arabia.

Innovation and Product Management

Earlier, Al Shehri served as an Innovation Officer at SASO, where she conducted market research, analyzed services, supported customer-experience initiatives, identified improvement and cost-reduction opportunities, and encouraged innovation across stakeholders.

As Product Owner at Tabadul, she contributed to product strategy, budget management, launch planning, market analysis, and product lifecycle management.

She began her professional career at Solidarity Saudi Takaful Company, managing an insurance portfolio valued at SAR 10 million and achieving SAR 25 million in sales through client negotiations.

Al Shehri has developed specialized capabilities in Agile methodologies, Scrum, gamification, digital product management, and product management.
