Currently serving as Advisor to His Excellency the Assistant Minister for Executive Affairs at the Ministry of Foreign Affairs, Rayan leads strategic portfolios spanning diplomatic and national initiatives. He provides executive advisory through structured analysis, governance frameworks, and data-driven insights that support informed decision-making and seamless execution of national priorities.
His role includes managing strategic portfolios across diplomatic missions, delivering executive recommendations, supporting Vision 2030-aligned initiatives, and enhancing interdepartmental coordination through standardized reporting and performance tracking systems.
As Director of International Excellence, Rayan established the International Excellence Office and a comprehensive governance framework across diplomatic missions. He developed KPI systems to evaluate and monitor diplomatic performance globally, coordinated with central government entities for compliance and alignment, and expanded performance tracking across more than 30 diplomatic missions. His leadership delivered 15+ international excellence initiatives that improved institutional performance and identified significant cost optimization opportunities across overseas operations.

Previously, as Director General of PMO and Executive Office at MAWANI (Saudi Ports Authority), Rayan led portfolio governance, strategic project oversight, and risk management for major national infrastructure initiatives. His work supported transformative projects that significantly expanded the Kingdom’s logistics capabilities, including a landmark 7 Billion SAR BOT project that contributed to a 100%+ increase in port capacity.
Under his leadership, MAWANI achieved a 90–95% on-time delivery rate across its project portfolio and improved governance efficiency through process optimization.
