In a market where regulatory precision defines the pace of innovation, Eng. Khalid AlZaini has emerged as one of the key architects behind Saudi Arabia’s regulated fintech growth—transforming governance from a control function into a strategic driver of scale, trust, and long-term value.

With over a decade of experience spanning fintech, telecommunications, and entrepreneurship ecosystems, AlZaini has consistently led initiatives that translate complex regulatory requirements into structured, high-impact governance systems aligned with Saudi Arabia’s Vision 2030.

Building a Regulated Fintech from the Ground Up

At Foodics, Eng. AlZaini played a defining role in establishing the governance and regulatory foundation of Foodics Pay within the payments sector.

He founded the board governance structure and its associated committees, embedding accountability, oversight, and institutional governance across the organization. He further ensured full regulatory alignment of these frameworks, successfully securing all required approvals and regulatory clearances from the Saudi Central Bank, and overseeing their formal activation within the company.

In parallel, he led the full regulatory licensing journey of Foodics Pay. In March 2020, he secured admission into the Regulatory Sandbox under the Saudi Central Bank, enabling the company to operate within a controlled experimental environment. Within approximately seven months, he directed a comprehensive regulatory transformation—aligning governance, risk, and operational frameworks with the Executive Regulations of the Saudi Payments Law—culminating in obtaining the official authorization as a Minor Payment Institution (MPI) in October 2020.

Beyond licensing, AlZaini played a central role in preparing and managing the regulatory track of the company’s Series C investment round, securing the necessary regulatory alignment and approvals that supported the successful closing of a $170 million funding round in 2022—one of the most prominent fintech-backed SaaS investments in the region at the time.

Governance Leadership at Scale

Currently serving as General Manager of Corporate Governance and Regulatory Affairs at Foodics, AlZaini leads enterprise-wide governance frameworks, regulatory strategy, and government engagement across a fast-growing fintech environment.

His leadership spans:

  • Regulatory licensing and capital frameworks
  • Supervisory compliance and regulatory engagement
  • Public policy alignment with national and international standards

He also contributes at a strategic level through active involvement in Risk, Audit, and IPO committees, supporting enterprise-wide oversight, governance maturity, and capital market readiness.

Operational Excellence and Large-Scale Impact

Prior to his governance leadership, AlZaini built strong operational foundations that continue to shape his approach.

At Mobily, he led Training and Quality operations across the Eastern Region, overseeing performance and capability development across 137+ branches. His work included designing large-scale training programs, standardizing operational frameworks, and driving measurable improvements in service quality and customer experience.

In 2017, he collaborated with executive leadership to establish Mobily’s Operational Excellence Program, contributing to the institutionalization of performance management, process optimization, and continuous improvement practices across the organization.

This experience established a core leadership principle: governance is only effective when it is embedded across people, systems, and organizational culture.

Ecosystem Contribution and Entrepreneurial Impact

Beyond corporate leadership, AlZaini actively contributes to Saudi Arabia’s innovation ecosystem.

As co-founder of TDICS, he has played a key role in advancing leadership development and organizational capability building across multiple sectors. His work includes delivering specialized programs in behavioral modeling, leadership development, and strategic talent acquisition, in collaboration with major national and international organizations.

These engagements include working with leadership teams and institutions such as NEOM, King Faisal Specialist Hospital & Research Centre, Johns Hopkins Aramco Healthcare, Roche, Alinma Bank, and other leading organizations—supporting the development of leadership capabilities, human capital strategies, and future workforce readiness.

He also works closely with startups and high-growth companies through initiatives supported by Monsha’at and global networks such as Endeavor, advising founders on governance, scalability, and sustainable growth strategies.

Strategic Education and Professional Depth

Eng. AlZaini holds a Business Administration degree from Al Yamamah University and has completed executive education programs at Harvard University and Stanford University, focusing on strategy, innovation, and digital transformation.

He also holds a distinguished portfolio of professional certifications across governance, compliance, and risk management, including:

In addition, he has completed executive programs in AI, Digital Disruption, and Leadership, reflecting a forward-looking approach to integrating emerging technologies within regulated environments.

His work continues to influence how fintech organizations in Saudi Arabia scale responsibly, innovate confidently, and operate within globally aligned regulatory frameworks—positioning him as one of the key contributors to the Kingdom’s evolving financial ecosystem.
